Service delivery failures top agenda at Rosebank Management District meeting

Municipal entities gathered to address lingering service delivery challenges and security measures in the Rosebank Management precinct.

Faulty traffic lights, dark streetlights and un-reinstated excavations remain major concerns for local businesses and residents in Rosebank.

The Rosebank Management District (RMD) held its quarterly stakeholder meeting at the Holiday Inn Rosebank on October 8 to address critical service delivery issues in the node.

District manager Mikhaela Donaldson chaired the meeting, which was attended by representatives from Rosebank SAPS, City Power, Johannesburg City Parks and Zoo (JCPZ), Johannesburg Metropolitan Police Department (JMPD), Johannesburg Roads Agency (JRA) and Fidelity Services Group. An invitation was sent to Johannesburg Water to address challenges faced, but no representative was present.

Municipal engagements and operational updates highlighted at the meeting included:

  • JMPD visibility has been satisfactory, with ongoing enforcement in the second half of the year.
  • Rosebank SAPS and the local Community Policing Forum continue to hold morning parades and special operations, maintaining high visibility during pickets.
  • JRA was contacted regarding faulty traffic lights, which Donaldson noted as the district’s primary concern in recent months, along with ongoing repairs to damaged infrastructure.
  • City Power was engaged regarding cable faults that left numerous trenches open, non-serviced mini-substations and dark streetlights. Turnaround times for repairs remain a priority.
  • Citizen relationship and urban management introduced a new urban inspector to the ward, improving the escalation process for municipal issues.
  • Attending to unresolved Johannesburg Water issues remains critical, as delayed repairs continue to cause secondary infrastructure damage.

Donaldson praised community-led upkeep efforts, highlighting a recent collaboration between TotalEnergies, Hyde Hotel and JCPZ. “The initiative included planting trees, installing new park benches and painting public furniture,” Donaldson said. She added that ongoing corporate social responsibility projects by Hyde Hotel have contributed soup kitchens, clean-up drives and greening initiatives to the precinct.

JRA and Pothole Patrol were also acknowledged for maintaining road surfaces and reducing potholes in the area.

Stakeholders emphasised that increased responsiveness is still required from City Power and Johannesburg Water to resolve lingering outages and excavations.

Donaldson confirmed that work is underway on the Rosebank digital twin decision support tool, an evidence-based infrastructure investment project designed to address mobility challenges and streamline regulatory and planning approvals.
