Property valuation objections to be finalised by February 2019

SANDTON – Pensioners are urged to reapply for their rates rebate.

The City of Johannesburg recently provided an update on the General Valuation 2018 process and the status of pensioner rebates.

Earlier this year, the City unveiled its 2018 General Valuation Roll, over a period of 45 days from 20 February to 6 April.

During this period, all property owners and interested parties were invited to inspect and, where necessary, object to property details as contained in the new Valuation Roll.

MMC for Finance, Councillor Funzela Ngobeni stated, “Objections made by residents are currently being considered by the Municipal Valuer in terms of Section 51 of the Municipal Property Rates Act 6 of 2004. We are working diligently to ensure that we respond to all objectors and owners timeously.”

A total of 50 595 objections were lodged during the inspection and objection period.

“Admittedly, the General Valuation 2018 process was not without its challenges, for this we would like to apologise to our residents. We continuously work towards improving our systems in order to provide customer-centric service that the residents of Johannesburg deserve,” added Ngobeni.

He said that all the objections should be finalised by February next year, and the City will ensure no credit management processes will be initiated against objectors, provided that the accounts were not in arrears as at 30 June. “Residents who have lodged objections must continue to make payments on their rates accounts, as prescribed by the law.

“Where an objection to the new property valuation is declined, any outstanding rates on the property arising from the valuation will become due and payable immediately.”

Ngobeni said in instances where an objection is approved, the relevant account will be adjusted accordingly.

The City offers residents a number of rebates which are outlined in the Rates Policy.

Ngobeni also advised that all pensioner rebates came to an end on 30 June and new applications must be submitted to qualify for the rebate.

The application form should be submitted along with the following documentation:

  • Certified copy of your South African ID
  • Certified copy of your pension card
  • Proof of income/bank statement
  • Certified application form by Commissioner of Oaths.

To qualify for a pensioner’s rebate:

  • Property owners must be 60 years of age and older and in the case of dual ownership, at least one of the owners must be 60 years or older
  • Pensioners must own the property and personally occupy the property
  • The property value as stated in the 2018 General Valuation Roll must not exceed R2 500 000.
