Midvaal Local Municipality Mayor Peter Teixeira has committed to delivering services that make a difference in residents’ lives.

The commitment follows an outstanding overall performance rate of 94.74% for the 2025/2026 Service Delivery and Budget Implementation Plan (SDBIP). As required by the Municipal Finance Management Act (MFMA), the SDBIP serves as a management and implementation tool. The municipality has achieved 72 of 76 Key Performance Indicators (KPIs).

The SDBIP translates the municipality’s Integrated Development Plan and budget into measurable targets and deliverables. It enables the Executive Mayor, Council, Municipal Manager, senior management, and the broader community to monitor the Municipality’s performance and hold the institution accountable for service delivery and the effective implementation of its budget.

Among other functions, the SDBIP provides a framework for monitoring financial and non-financial performance, reviewing progress against approved targets, and identifying potential challenges through early warning mechanisms. This allows the Municipality to take corrective action where necessary and ensure that its programs and projects remain on track.

Speaking about the achievement, Teixeira said it demonstrates Midvaal’s strong culture of performance and its continued progress in delivering on the commitments and targets set for the financial year.

“While the Municipality is proud of this achievement, it remains committed to addressing the areas where targets were not fully achieved.”

Teixeira acknowledged the missed points, noting that the relevant departments are implementing corrective measures to improve performance and ensure that outstanding targets are addressed.

“Through continued efficient management and a commitment to continuous improvement, the municipality will continue to turn its plans and budget into improved services for the people of Midvaal.”
