ELM Forensic Report findings serious: ANC Sedibeng
ANC Sedibeng finds administrative failures in ELM Forensic Report.
SEDIBENG. – The African National Congress (ANC) in Sedibeng has come out to say that it views the findings of the forensic investigation into fleet management within the Emfuleni Local Municipality (ELM) as serious.
The party’s Sedibeng Secretary, Jason Mkhwane said that as the leading party in the coalition government, they view the findings with the seriousness they deserve.
Mkhwane said that the report confirms that there were significant administrative failures, weak internal controls, and irregular conduct involving both municipal officials and external service providers.

These failures, Mkhwane said, resulted in the mismanagement of municipal assets, including missing vehicles, irregular transactions, and financial losses exceeding R16 million.
“We recognise that as the governing party, we carry a responsibility to ensure that such failures are addressed decisively and without hesitation. We note that the report implicates certain internal officials within the fleet management function, as well as external service providers, who are alleged to have benefited from or participated in irregular conduct.”
In light of the, Mkhwane said that the ANC calls for the following immediate actions:
- Full implementation of the report’s recommendations, including disciplinary
processes against implicated officials.
- Institution of criminal and civil proceedings against any individuals and entities
found to have acted unlawfully and in a collaborated manner
- Recovery of all financial losses incurred by the municipality.
- Urgent strengthening of internal controls, including the implementation of a
credible fleet management system and improved asset tracking mechanisms.
- Regular oversight reporting to council and relevant structures to ensure
accountability and transparency.
“We further emphasise that there must be no protection of wrongdoing. Accountability must be applied consistently and without fear or favour. The ANC-led coalition in Emfuleni remains committed to restoring governance, stabilising the municipality, and ensuring that public resources are managed in the interests of residents. The findings of this report must serve as a turning point in rebuilding institutional discipline and public trust. The people of Emfuleni deserve a municipality that works, and we will not allow administrative failure to undermine that responsibility.”
