Protest over sale of disabled woman’s RDP house
To resolve the issue, Ward 27 councillor Mdumiseni Cele will call a meeting with the relevant stakeholders.
The ANC Women’s League in the Mabhinki Branch in Ward 27 said no one other than Niniza Agrineth Ncama who is living with disabilities will move into her RDP house that is under construction.

The branch chairperson, Nana Cwele, said they recently received a report that the land with Ncama’s RDP house was being sold again.
After Ncama’s mother died, Constance Cele became her guardian. Cele has been living with and taking care of her.
“The Fever published a story in 2023 where Ward 27 residents mobilised to stop the sale of the land. We were told that someone had bought the land and was clearing the overgrown vegetation there. When we asked who bought the land, we were told that Ward 5 councillor, Phumlani Gumbi, purchased the land. Our question was, didn’t the councillor know about this land because it was published in the local papers in 2023?” asked Cwele.
In 2023, Ward 27 resident Nhlaka Mthwane raised concerns about a man selling Ncama’s RDP house on Facebook.
At the time, the land was allegedly being sold by the disabled woman’s cousin, Sandile Ncama, who said that they had planned to take her back home, hence, the reason for the sale.
Responding to the allegations, Gumbi said the person he bought the land from told him that she purchased it from a certain pastor.
“We went to my lawyer for an agreement, which was the legal thing to do after having viewed the land. The land was bushy, and it could only be viewed from the road. The only thing visible from the road was a piece of a dilapidated wall,” he said.
Meanwhile, Ward 27 councillor Mdumiseni Cele said records show that the RDP house and land belong to Niniza Ncama.
“To resolve this, I will call a meeting with all stakeholders involved, including Niniza Ncama, Clr Gumbi, Sandile Ncama, and the ward committee. This meeting will be administered by the KwaMavundla Traditional Authority, which will confirm the owner of the title deed, and perhaps in that meeting, we can find out why this person keeps selling this land because this is not the first time this has happened,” he said.
