Plans to sell disabled woman’s RDP house causes outcry

Ncama's guardian, Constance Cele, said she was told by Ncama's cousin, Sandile Ncama, that as the family they are selling the land along with the unfinished RDP house.

Residents of Ward 27 in Gamalakhe have rallied behind Niniza Agrineth Ncama who is disabled, and who could possibly lose her RDP house due to it being sold.

This comes after the land where Ncama’s RDP house is being built was seen marketed on social media as being on sale.

The post on Ncama’s land read: “A big site, unfinished RDP house, and an old house is on sale. In this site you can do whatever you need to do, it is big enough to build anything you want. No silly questions, only cash buyers will be accepted.”

Ward 27 resident, Nhlaka Mthwane, who confronted the property group that was selling Ncama’s RDP house, told Fever that he has now reached out to Legal Aid to assist with a court order, to prohibit them from selling the land that has Ncama’s unfinished RDP house.

Ncama’s guardian, Constance Cele said she was told by Ncama’s cousin, Sandile Ncama, that as the family they are selling the land along with the unfinished RDP house.

“Ncama started living with me over 10 years ago after her mother died. She used to live with her mother and the cousin who wants to sell the land. But after Ncama’s mother died, she struggled to stay with her family saying she is not being treated well, so I allowed her to move in. When the time came to register for RDP houses, I thought it would be best that she gets one just in case I die and my children mistreat her or kick her out,” said Cele, adding that the RDP house is not yet complete because the contractor is planning to build it in a way that will be friendly to Ncama’s disabilities.

Cele said it brings tears to their eyes to know that it is Ncama’s family that is opposed to her getting her own RDP house.
Meanwhile, Sandile Ncama, told Fever that they are planning to take Niniza back home that’s is why they are selling the land as a family.
He added that another reason they are selling the place is because they believe the RDP house belongs to Cele who also allegedly tried to sell the land before without the family’s knowledge.

However, Ward 27 community liaison officer, Nomzawi Ngwane confirmed with Fever that indeed the RDP house belonged to Niniza Ncama, adding that Cele has never tried to sell the land where Ncama’s RDP house is built. She said although they have been delays with the building of the RDP houses, work will resume soon.

Human Settlements deputy minister, Pamela Tshwete, recently said: “A title deed is proof of ownership of an asset that must be handed over to future generations. We discourage people who sell their houses after receiving their title deeds.”
