Tender processes to be public in Joburg

Mashaba to make tender awarding transparent and open to public scrutiny.

JOBURG Mayor Herman Mashaba is opening up the awarding of tenders to the public in order to achieve transparency and public scrutiny in Johannesburg.

Mashaba calls this a first for the city of Johannesburg and said the days of important decisions relating to the use of public money being made behind closed doors allowing for corruption are coming to an end.

In a letter Mashaba wrote to the media he said, “I have written to the City Manager, Mr Trevor Fowler, instructing him to start the process of amending the City’s Supply Chain Management Policy to allow for the bid adjudication committee, executive adjudication committee, intermediate adjudication committee and central adjudication committee to be open to the public.”

Mashaba believes tenders should be awarded on merit and only the best applicants should receive the tenders. The amended Supply Chain Management Policy will appear before the sitting of Council on Tuesday, October 27 to vote on this, and, according to Mashaba, a vote against this amendment will be a vote in favour of corruption.

“I have declared corruption as public enemy number one in our City. This is an important first step towards making this government clean, transparent and corruption free.

“No longer will the politically connected be receiving tenders with their sole responsibility being to sub-tender to smaller parties while lining their own pockets,” said Mashaba.
