Metro attends to unpaid rates refund

I sold my house and it has been registered. There is an outstanding amount of more than R4 000 that has to be paid to me by Ekurhulenhi.
This is a surplus on the rates and taxes paid by the attorney when the property was registered in the new owner’s name.
My account shows the amount owed to me is zero, which means it was released to be paid back.
We tried to get the refund and they just ignored emails from the attorney’s office requesting the refund.
The property was registered in the new owner’s name on June 20, 2021, more than a year ago.
Since then, the account showed -R4 328.98, which means Ekurhuleni has to refund me this amount.
Every month the attorney says they have requested a refund from Ekurhuleni.
The last time, they included me in the email as proof they requested this.
My daughter also sent an email to the attorney again on Monday and the attorney sent the metro another email.
They did not reply. The account shows a refund was made, but I don’t know where the money is. It’s more than a year now. Please help me.

A comment was requested from the City of Ekurhuleni and the following response was received from spokesperson Zweli Dlamini.
“It usually takes between six to eight weeks to refund – if transfer documents have been received and updated and all services have been finalised. If meters have not been finalised it can cause a delay in refunds.
“The rates and taxes section is responsible for processing the refund and the expenditure department is responsible for payment. The matter is currently with the section head and is being attended to.
“In summary, the refund was captured and approved on May 31. The refund was cancelled by our expenditure department due to their year-end processes.
“All the refunds that were cancelled due to year-end processes will be re-captured as soon as the system is live and will be prioritised for payment,” said Dlamini.
