Ekurhuleni residents urged to apply for indigent relief on municipal bills
Unemployed residents, pensioners and members of child- or youth-headed households struggling to pay for municipal services may qualify for the City of Ekurhuleni’s Indigent Relief Programme.
Residents struggling to pay for municipal services such as rates and taxes may qualify for the City of Ekurhuleni’s Indigent Relief Programme.
The programme is aimed at residents who are unemployed, pensioners or members of child- or youth-headed households who are struggling to afford municipal services.
Residents who wish to apply can visit their nearest Customer Care Centre.

However, indigent relief will not be granted if an applicant does not meet the programme’s requirements.
Applicants must be South African citizens or have permanent residential status. Their income or benefits must also fall within the approved indigent qualification threshold.
Applicants must be registered consumers of municipal services and may not have tampered with or illegally connected to municipal infrastructure where outstanding penalties have not been paid in full.
Properties used for business purposes may not qualify where the income exceeds the applicable qualification threshold.

Applicants must also allow authorised City officials access to the property for verification.
Indigent relief is also not available where the applicant or their spouse is employed by an organ of state, including a state-owned entity.
Residents who own more than one property, whether registered jointly or individually, anywhere in South Africa, will also not qualify. Only one property or place of residence within Ekurhuleni may qualify for indigent benefits.
Residents experiencing financial difficulties are encouraged to find out whether they qualify for indigent relief and access to essential municipal services.
