When I became chairman the following year, I had a lot more dealings with him.

Mr Heine was someone who made an instant impact on you because of the force of his personality, which he used to great effect when dealing with the various authorities in pursuance of the upliftment of Kensington. One of his major aims was to always keep a careful check on the crime in our suburb.

I knew he had arrived in Kensington during the 1960s and he spent the next 50 years working hard to ensure crime was kept under control and that the standard of the suburb was continually improved.

Because of his connections, if you wanted anything done Mr Heine was the man to point you in the right direction and would give you the right person to contact.

Mr Heine will be missed as the one person who was rightly called “Mr Kensington”.
