Metro lacks capacity to spend R81-m on human settlements

A total of R81-million, meant for human settlements, is sitting idle in the coffers of the Ekurhuleni Metro, while thousands of people await government houses.

This is due to the fact that the Ekurhuleni municipality lacks the capacity to utilise this money and it’s being rolled over to the next financial year as a result.

The item requesting the roll over was tabled at a council meeting in Germiston, on August 28.

Ekurhuleni Metro is not authorised to build houses ,but can use the money only to purchase land and put up basic infrastructure, which includes water and sanitation, to pave the way for building houses.

The money being rolled over is funded by national and provincial grants.

Finance MMC Moses Makwakwa blamed lack of capacity in the metro for the roll over.

He promised to put mechanisms in place to ensure the roll over is not repeated.

“We need to ensure that there is proper recruitment to ensure enough capacity,” he said.

Although the figures show that R81 856 345 is being rolled over, Makwakwa said only 50 per cent of this money is in contention, as the rest has been committed to other projects.

The DA was also not against the roll-over, and said the excuse for not spending is manageable.

It advised the metro to get skilled people who will be able to spend the budget.

“If you don’t have the right people it’s difficult to deliver,” said the DA’s Eddie Taylor.

He added that people have paid tax, so the money should be used to provide them with services.
