Recyclers cause concern for CBD residents

The concern that has mounted since 2016 is now the result of recyclers using the area as a sorting ground for waste.

Despite a recent clean-up in the area by the Ekurhuleni metro, residents at a complex in Moore Avenue in the Benoni CBD remain concerned about the build-up of rubbish across the road from their homes.

Residents, who wished to remain anonymous, contacted the City Times regarding the matter.

“There are two cash for scrap businesses close to our complex,” explained one of the residents.

“The recyclers collect garbage all over Benoni and sort the garbage on the pavements of Moore Avenue and Russell Street.

“They then deliver the sellable garbage to these recycling companies, leaving behind the trash.

“We are also surrounded by numerous recycling companies located in the area opposite the train station and between Liverpool Road and the old Benoni South Post Office.

“These companies release all kinds of smoke that definitely affect the health of all.

“Surely these industries are not allowed to operate in and around or even close to residential areas?

“There is also no fenced off area between the walkways and the railway lines along Moore Avenue.

“This poses a safety hazard.

“Yes, the metro did a clean-up, but how long until we’re back to square one?

“Our elderly and our children are suffering the most.”

The residents also alleged EMPD officers “just drive by and don’t care”.

“We have spoken to Ward 73 Clr Sinethemba Matiwane and made him aware of the situation on numerous occasions.

“Last year a clean-up was done, but that was the last time any cleaning up occurred here.

“The recyclers also burn old tyres to retrieve the metal pieces inside so they can sell it.

“They do not realise this is a health hazard for all of us.

“Surely this area is not a designated burning site?

“We have nothing against the recyclers as we understand they also have to make a living.

“The intention to recycle is great, but the burning of tyres and the litter that builds up as a result is not welcome.

“We suggest the council provide skips for the recyclers to sort out their waste.

“We are also questioning why industrial businesses such as the cash for scrap ones are located so close to our homes.”

The City Times contacted the metro, the EMPD and Matiwane regarding the situation.

The EMPD was made aware of the allegations made by the residents regarding the claim that the officers “just drive by”.

The following response was received from EMPD media liaison officer Kobeli Mokheseng:

“Residents can report burning tyres and recyclers dumping illegally on pavements to our call centre on 086 054 3000 (all hours) or walk into one of our nearby precincts during weekdays between 8am and 3.30pm so that officers responsible for that area could respond and do the necessary.”

Further to this, Mokheseng explained what constitutes as illegal dumping according to by-laws:

• Failure to dispose of litter in receptacles provided by the council

• Disposal of litter in a manhole, stormwater drain or other place

• Spill, drop or place any matter or substance that may interfere with the cleanliness of a street or public place.

“Offenders caught dumping things illegally could be fined between R300 to R500,” he added.

Matiwane responded with the following:

“I will ask affected residents to complete petition forms for fencing so that these open spaces can be fenced.

“This is not a quick solution as residents need to sign the forms and these must be sent to council.

“The petitions committee must investigate it and then the relevant department needs to make funds available for fencing.”

The City Times is still awaiting comment from the metro.
