Billing failures, alleged criminal links and inaction prompt suspension of 4 Ekurhuleni’s top brass
Four senior officials have been suspended thus far as allegations continue to rock Ekurhuleni metro leadership.
The CoE has, on separate occasions, placed four of its most senior officials on precautionary suspension since the start of the year, as the municipality continues to grapple with allegations of widespread corruption and administrative failures that have eroded public confidence.

• In April, Moloko Monyepao, the head of the city’s IT department, was suspended following serious claims of mismanagement. The allegations relate to significant financial losses stemming from faulty billing systems, interim meter readings, account manipulation, weak administrative oversight, and the poor management of key business systems.

• Senior EMPD officer Julius Mkhwanazi was also suspended after witnesses at the Madlanga Commission of Inquiry reportedly implicated him in an alleged criminal network said to be led by Vusimuzi ‘Cat’ Matlala.

• Most recently, Advocate Kemi Behari, the head of the city’s legal and risk services division, was suspended after allegations emerged that he failed to institute disciplinary proceedings against Mkhwanazi.

• EMPD chief Jabulani Mapiyeye was suspended after a female staff member lodged a case of sexual harassment against him. The retired Ekurhuleni metro city manager, Dr Imogen Mashazi, has, at the commission of inquiry, placed the suspended Mapiyeye at the centre of the alleged several cases of sexual harassment within the EMPD.
The city manager accused Mapiyeye of abuse of power by allegedly sleeping with his subordinates and fathering children with some of them.
