Councillor’s latest count reveals Fourways traffic light problem isn’t over

Ward 94 councillor David Foley has once again documented faulty traffic light intersections across Fourways, saying delayed repairs are bad news for businesses around the area.

For the second time in two years, Ward 94 councillor David Foley has counted dozens of faulty traffic lights across his ward, saying little has changed despite promises that repairs were on the way.

In 2024, Foley identified 19 non-functioning traffic lights across Fourways and surrounding areas, a finding that drew widespread attention and prompted the Gauteng department of roads and transport and Johannesburg Roads Agency (JRA) to work on addressing the problem.

Now, after another tour of the area, Foley says he has once again compiled a lengthy list of faulty intersections. This time there are 18.

In correspondence sent to city officials this month, he said the ongoing outages are causing severe congestion, affecting businesses, residents, and nearby hospitals, while frustrations among motorists continue to grow.

He said, earlier this year, he was informed that the JRA’s traffic signal maintenance contract had come to an end at the end of March 2026. He was told contractor guarantees from three vendors had been received, paperwork was being finalised, and repairs would begin within two to three weeks. However, Foley says that deadline has come and gone without any repair work getting under way.

He later received feedback from the city’s office that two of the vendors were undergoing another procurement process after the original timelines were not met. Since then, another major intersection, Winnie Mandela Drive and Fourways Boulevard, has been added to the growing list.

The intersections Foley says require urgent attention are:

  • Winnie Mandela Drive and the Indaba Hotel main entrance,
  • Winnie Mandela Drive and White Hills Boulevard,
  • Winnie Mandela Drive and Witkoppen Road (under the bridge),
  • Winnie Mandela Drive and Witkoppen Road (top of the bridge),
  • Winnie Mandela Drive and Montecasino Boulevard,
  • Winnie Mandela Drive and Fourways Boulevard,
  • Cedar Road and Fourways Boulevard,
  • Cedar Road and Witkoppen Road,
  • Cedar Road and 3rd Street,
  • Witkoppen Road and Montecasino Boulevard,
  • Main Road and Lonehill Boulevard,
  • Main Road and Lachlan/DCS Leeuwkop,
  • Main Road and Zinnia Road,
  • Main Road and Maple/Ash,
  • Main Road and Cedar Road,
  • Main Road and Hawthorne Road,
  • Main Road and the R55,
  • R55 and Mopani Road, and
  • R55 and Summit Road.

Foley warned that the continued outages were having a massive impact on the economy of the area, and that frustrations from businesses, as well motorists, had reached an intolerably high rate, which could lead to road rage.

The latest concerns come a day after the City of Johannesburg confirmed that fuel supply constraints had temporarily grounded the JRA fleet, disrupting several road maintenance services.

Fourways Review contacted both JRA and the Gauteng department of roads and transport for comment on the status of the maintenance contract, and the reported delays in repairs on March 3, with various follow ups over the following months. To date no response has been given.
