Under councillor David Foley’s leadership, Ward 94 has witnessed transformation. From tackling urban decay to enhancing community engagement and service delivery, Foley’s dedication has yielded tangible results.
He said urban decay, once a pressing concern in Fourways, has seen significant transformation. This was achieved through Foley’s initiative, the Fourways Improvement District which was established to build public and private partnerships to restore the area’s former glory.
“To address urban decay, I brought stakeholders together, and the Fourways Improvement District was born. This partnership has been instrumental in revitalising the area.”

Community engagement was a priority in 2024. Foley conducted surveys to understand residents’ needs, ensuring their voices were heard. “These insights allowed me to focus on key areas for positive change.”
He said by listening to residents’ concerns, he was able to address pressing issues and improve the overall quality of life in Ward 94.
Service delivery also saw notable improvements. Foley championed water pipe replacements, advocated for traffic signal management reforms, and built strong relationships with depot managers.
“Transparent communication, especially during crises, is crucial. This proactive approach has ensured that residents receive essential services efficiently.”
Foley’s efforts have led to several notable successes. The establishment of green spaces and dog parks has enhanced the area’s aesthetic appeal and provided residents with recreational areas.

Educating residents on logging systems has improved service delivery outcomes, while the effective use of reference numbers has streamlined tracking and timelines.
Looking ahead to 2025, Foley said he plans to hold more public meetings, ensuring all voices are heard.
“I want to facilitate knowledge-sharing between officials and residents. This commitment to transparency and community engagement will continue to drive progress in Ward 94.”
