Broadacres residents alarmed by alleged JRA contractor dumping along Lombardy Road
Residents near Homestead Estate say ongoing rubble dumping has sparked environmental concerns and triggered a surge in illegal dumping, with little communication from authorities.
Residents in Broadacres are faced with a growing unauthorised dumping of rubble along Lombardy Road, allegedly by a contractor working on behalf of the Johannesburg Roads Agency (JRA).
The rubble in question is understood to have been generated from the recent resurfacing project along Lombardy Road, Bushwillow Road, and Cedar Avenue West in November.

Residents said the material has since been dumped along the roadside and has reportedly escalated over the past few months.
Chantelle (who did not want her full name published), a member of the Homestead Estate Homeowners Association (HOA), said the situation has worsened due to a lack of communication and accountability.

“Nothing’s been removed, nothing’s been told to us about what’s actually happening or when it is going to be removed, but it’s now becoming a bigger problem environmentally and with illegal dumping.”
According to Chantelle, the dumping activity takes place during odd hours, causing disturbance to residents.

“It wasn’t even during the day. It was late at night, so it carried on going until we were woken up in the middle of the night, and it sounded like gunshots going off.
“With no communication made prior with residents, it now invites illegal dumping in the area.”

Ward 96 councillor Rufas Maswazi was contacted for comment, and regarding a possible meeting on site with Fourways Review and residents, but no response had been received.
However, in previous communication with residents, Maswazi confirmed the issue is from the JRA contractor and indicated that the contractor had been instructed to remove the rubble.
“I have once again contacted the contractor to remind him of his initial commitment to remove all the dumped rubble and transport it to Thabo Mbeki informal settlement.
Maswazi added that the rubble was intended for use in the informal settlement to assist in addressing flooded and damaged roads in the area
“The contractor has assured me that the rubble is gradually being removed. He further indicated that any additional dumping may have resulted from a misunderstanding.”
The Johannesburg Roads Agency was contacted for comment, and Mosa Makhalima acknowledged the inquiry, stating that it had been forwarded to the relevant depot. Follow-ups were sent, but no information was received in time for the publication.
