Ward 106 councillor calls for traffic circle at Hornbill and Niven roads intersection
Frustrated by repeated water pipe bursts and long-disabled traffic signals, a local ward councillor is proposing a new approach to managing traffic in Ward 106.
Ongoing water bursts and a non-functional traffic signal at the intersection of Hornbill and Niven roads in Ward 106 have prompted calls for a long-term solution from Ward 106 councillor Chris Santana.
Santana said residents had become frustrated with the repeated bursts in the road, which led to constant reinstatements, while the traffic lights had been out of order for about two years.
“Since Johannesburg Roads Agency is not reinstating these traffic lights, maybe the request is: please can we have a traffic circle here, which then can manage the traffic in this area so we’re not causing other unnecessary traffic issues.”

Santana added that an engineering assessment should be conducted to determine whether a traffic circle would be suitable for the intersection and designed properly to avoid coverage issues.
Johannesburg Roads Agency (JRA), however, clarified that the traffic signal had not been permanently ruled out for reinstatement. Acting mobility and freight head of department Sipho Nhlapo said the intersection formed part of more than 300 vandalised traffic signals, but was planned for a rebuild in the 2026/27 financial year.
JRA also provided an update on the road reinstatement following the repeated water-related excavations. Acting regional operations head of department Mpho Maruping said the depot met with Johannesburg Water on September 1 regarding the reinstatement, and the entity would issue an order to reinstate. However, he added that the repeated bursts themselves would need to be addressed by Johannesburg Water.
