Germiston toddler killed in dog attack, SPCA and SAPS launch investigation

The Germiston community is mourning the death of three-year-old Sibongakonke Hayisana, who was fatally attacked by a pack of dogs. Authorities and the SPCA are investigating the tragedy, which has sparked urgent calls for action on animal control and public safety.

The Germiston community is mourning the tragic death of three-year-old Sibongakonke Hayisana, who was attacked by a pack of dogs and later died.

The news was brought to the GCN by Ward 93 Clr Geoffrey Mthembu, who had been close to the story since day one.

He said despite any efforts to help baby Sibongakonke, she succumbed to her injuries later the same day.

Mthembu said the child’s mother is terminally ill with stage 4 cancer, which further compounds the family’s grief and devastation.

He said the toddler was walking alone through a narrow passage in the settlement, as she often did while visiting her grandfather ‘Mkhulu’, a family friend whom the child’s mother used to visit, on the other side of the settlement.

“During this walk, she was viciously attacked by about five dogs. I visited the bereaved family and the scene of the incident earlier in the day to offer my condolences and assess the situation.

“It is important to note that this is the third reported incident involving the same group of dogs in this area. The two previous incidents involved other children who, fortunately, survived, though with trauma.

“The dogs have been repeatedly described by the community as highly aggressive and dangerous,” said Mthembu.

“Following the attack, community members demolished the shacks believed to belong to the owners of the dogs. Seven puppies were killed during this.

“I understand the anger and residents’ deep frustration, especially after multiple warnings and previous attacks. I urge them to allow the appropriate authorities to intervene in such cases,” he added.

On June 30, Mthembu visited the local SPCA to request urgent intervention regarding the handling and removal of these dogs to ensure no further loss of life occurs.

“This heartbreaking incident has raised serious concerns around animal control, public safety and the need for urgent municipal intervention.

“We call on the relevant departments within the CoE, including Environmental Health, Animal Control, Social Development and Community Safety, to work with us to address this matter swiftly and decisively.

“Our thoughts and prayers remain with the grieving family during this time. As Ward 93, we will ensure every effort is made to support them and prevent any similar tragedies,” said Mthembu.

The SAPS has opened a case regarding the death of a child, which occurred at the Bertha Gxowa Hospital.

According to Primrose SAPS Warrant Officer Adam Dikhoba, the case was initially registered at the Germiston SAPS before being transferred to the Primrose SAPS.

“The police are working with the SPCA to investigate the matter, but no arrests have been made yet,” said Dikhoba.

Sibongakonke was buried on July 3 at Boksburg Vandyk Cemeteries.

Mthembu thanked Sonny Malange of the Malange Funeral Services from Daveyton, who handled the burial free of charge.

“The community is coming together to support the grieving family, with two compassionate individuals providing financial and material assistance. This highlights the spirit of ubuntu, emphasising the importance of community and kindness,” said Mthembu.

The Germiston/Bedfordview SPCA is investigating the incident and urges the community to exercise caution with their pets.

SPCA manager Nkosingiphiwe Sibiya emphasised the importance of sterilising and vaccinating dogs against diseases like rabies, which can be fatal to humans.

“The dogs allegedly involved in the incident are still at large, and the SPCA encourages the community to report any information. The SPCA also offers an open policy for owners who no longer want their pets.

“We focus on outreach programs in underprivileged communities to educate about animal rights, safety, and handling animals,” said Sibiya.
