Pile of rubbish left outside church

PLEASE can someone assist me by telling me which municipal department I should contact in regard to the huge piles of rubble which have been left outside St John’s in Pinetown for more than six months.

Water pipes were installed in Payne street, as well as a new road between Pinetown Primary School and St John the Baptist Anglican church boundary. The soil, plastic barriers, rubble and general rubbish have been left blocking the entire pavement.

This is a disgraceful eyesore, as well as inconvenient to pedestrians and parishioners who formerly used the parking.
