The baby boy was discovered by residents who were rummaging through the dumping site in the early hours of the morning.
The child was declared dead on the scene by paramedics from Ekurhuleni Emergency Services.
The baby was found with the umbilical cord still attached.
A resident, who wished to remain anonymous, described what she saw, “The baby looked fresh and healthy, although he had been bitten by rats,” she said.
The Tembisa SAPS spokesperson, Constable Tebogo Sesing, said that the problem of dumping foetuses in Tembisa had become worse.
“The cumulative number of abandoned babies this year is at its highest. Since the start of the year, eight cases of concealment of birth were reported, with many other cases of child negligence also reported. It is definitely something to be concerned about. We are appealing to community members to report the suspects,” he said.
A case of concealment of birth has been opened and the police are investigating.
