Pieces of the vacant dwelling, such as roof tiles, are also being carried away.
One resident said they, as well as domestic workers who work in the area, feel unsafe.
Ward councillor Jaco Terblanche said the metro could not evict the squatters and the police could not remove them until the house owner had laid a formal complaint with the police.
He said a building inspector had declared the structure safe when an inspection was done about three weeks ago and that further investigations into any possible health risks were being conducted.
