As part of its role to inform our readers, the Express publicly invited the ward candidates in the relevant wards to answer one question: Which service delivery problem in your ward (area), which hinders the rebuilding of the ward’s local economy, will you address first and how?

The Independent Citizens Movement candidate responded as follows:

Ward 104 Petronella J van Niekerk:

“There are several basic service delivery issues in Ward 104. Communities face daily challenges. Pre-budget requirements need to be discussed with the various voting districts on a year-on-year basis and must be revealed to the residents.

“Street lights that are not working have an impact on safety and security. Street lights are ancient and the electricity consumption could be very high, as and when these old systems go defective, they need to be replaced with solar-powered systems to make them environmentally friendly and prevent illegal connections and cause detrimental costs to the council.

“Maintenance of park, trees, pothole repairs, sewer and fences that are not maintained by the provincial roads department is also a concern.

“Other points that need to be addressed include illegal structures that are erected without the necessary approval. This places a major impact on the electricity supply which they were not originally designed for.

“Residential properties are used for businesses purposes must be monitored by the health department and rates taxed system rezoning needs to be implemented. Security companies contracted to the council must be held liable for damages to council properties. Illegal electricity connections is also a concern.

“The main strategies to improve service delivery in Ward 104 include outsourcing services and partnering with the community sectors with service delivery, a proper budget spending must be maintained, the community acts responsible with regard to the council assets, the local authority should attend to residents’ complaints on time, service users to pay their bills on time, adoption of modern technologies and continuous improvement and dealing with corruption and improving accountability.”
