Mkhwanazi suspended as City launches broader EMPD probe
The EMPD faces heightened scrutiny following serious allegations of alleged criminality, political interference and corruption.
The City of Ekurhuleni has confirmed the suspension of deputy chief of police, Julius Mkhwanazi, effective November 11, following the outcome of an internal audit investigation into allegations of misconduct.
According to the municipality, the suspension is an administrative measure aimed at safeguarding the integrity of the disciplinary process and does not constitute a finding of guilt.
Formal disciplinary proceedings are expected to follow in accordance with labour laws and municipal regulations.
The decision comes amid heightened scrutiny of the EMPD, as serious allegations continue to surface before the Judicial Commission of Inquiry into alleged criminality, political interference and corruption in the criminal justice system (Madlanga Commission).

City Manager Kagiso Lerutla described the testimony before the commission as “shocking and deeply concerning,” saying it highlights “systemic issues that this administration will not tolerate.”
“We are unequivocally committed to clean governance, accountability, and restoring public trust in our municipality,” said Lerutla.
He added that the City has launched an immediate and independent internal investigation into new allegations of wrongdoing within the EMPD, separate from the completed audit that led to Mkhwanazi’s suspension.
“We will act decisively on its findings, without fear or favour,” Lerutla said.
The municipality said the scope of the new probe will expand as necessary to include any evidence or allegations emerging from the Madlanga Commission.
The City reaffirmed its full support and cooperation with the inquiry.
All public safety operations and EMPD services remain fully operational, with interim leadership arrangements in place to ensure stability and continuity.
The City said no further public comments will be made at this stage to protect the integrity of the ongoing disciplinary and investigative processes.
