Ekurhuleni HR head placed on precautionary suspension

Linda Gxasheka, the City of Ekurhuleni’s head of Human Resources, has been suspended following a council resolution linked to the Madlanga Commission of Enquiry.

The City of Ekurhuleni’s head of Human Resources, Linda Gxasheka, has become the latest senior municipal official to be placed on precautionary suspension following developments linked to the Madlanga Commission of Enquiry, which is investigating allegations of criminality, political interference and corruption within South Africa’s criminal justice system.

Gxasheka is the fifth most senior official to be placed on precautionary suspension since the beginning of the year, as the municipality continues to face mounting allegations of corruption and administrative failures that have significantly eroded public confidence.

The resolution delegated authority to city manager Kagiso Lerutla to consider and implement precautionary suspensions in accordance with the Local Government: Disciplinary Regulations for Senior Managers, 2010.

“In giving effect to the council resolution and acting in accordance with Regulation 6(1) of the Disciplinary Regulations, the city manager assessed whether a basis existed to place the senior manager on precautionary suspension,” Mbengashe said.
He added that the regulations were strictly followed before the decision was taken.

“In compliance with the regulation, the affected senior manager was afforded an opportunity to make written representations prior to a final decision being taken.These representations were duly considered before the decision was reached,” Mbengashe said.

The municipality emphasised that a precautionary suspension does not amount to a finding of guilt or disciplinary action. Instead, it is an interim administrative measure intended to protect the integrity of internal processes, ensure organisational stability and allow matters to be addressed fairly and without interference.
“These steps form part of the city’s broader commitment to restoring public trust in the administration of Ekurhuleni,” Mbengashe said.

He further confirmed that the municipality remains committed to fully supporting the work of the Madlanga Commission, acknowledging its role in strengthening accountability and safeguarding the integrity of municipal governance.

“The city reaffirms its commitment to transparency, procedural fairness and sound governance practices,” Mbengashe said.

No further details will be released at this stage, Mbengashe added, as the matter remains subject to ongoing internal processes.
