How to apply for a borehole on your property

Residents wanting to install boreholes on their properties in the CoE must follow the application process to ensure compliance with local regulations.
According to city spokesperson Zweli Dlamini, the CoE gets many requests for boreholes, but he stressed that people must first seek approval.
“It is essential for residents to understand that drilling a borehole without proper authorisation can lead to legal repercussions. According to the city’s Water By-Laws, permission is mandatory before drilling can begin.

“This process ensures compliance with local laws and helps to sustainably manage water resources because groundwater is considered a public resource under the National Water Act 45,” Dlamini said.

After filling out the form, residents should submit it with all required supporting documents via email to the contacts mentioned above. The application form outlines the documents needed.

Once submitted, the application goes to the City Planning Department’s dolomite section for review and comments. This step is crucial because it assesses the potential impact on local geology and hydrology.
After the review, the dolomite section’s feedback is sent to the water demand management section for further consideration to ensure all aspects of water use and sustainability are evaluated.
Based on the evaluations, a drafted approval or rejection letter will inform the applicant of the outcome of their request.
The final step involves sending the drafted approval or rejection letter to the head of the department for signature, ending the approval process.
