Mogale council approves last leg of new organisational structure
The approval of the organogram will be followed by a restructuring of the institution and thus all positions within the new structure.
The 11th Special Council meeting of the Mogale City Local Municipality that was held on 18 January approved the new organisational structure for the institution.
A statement issued by the municipal spokesperson, Nkosana Zali, states that in a two-phased approach adopted by the new administration in the city, the top structure, which established a total of nine departments under the municipal manager, was approved last year.
These departments are: Financial Services; Economic Services; Community Development Services; Corporate Support Services; Strategic Management Services; Utilities Management Services; Public Works, Roads and Transport Management Services; Integrated Environmental Management Services, and an independent Office of the Chief Audit Executive which accentuates ethics in the management of the institution.
The lower level structure was subjected to extensive consultation within the institution prior to approval by Council. This organogram presents a focused and efficient service delivery machinery for the myriad programmes meant to change the lives of the people of Mogale City for the better.
The approval of the organogram will be followed by a restructuring of the institution and thus all positions within the new structure with no personnel shall be advertised on a short- to medium-term basis as resources allow, to ensure that the municipality is an effective and efficient tool at the hands of the people. This recruitment process, which is provided for in the law, is in very sharp contrast to the previous financial year when CVs were collected from our community with no posts advertised, with a mayor who was creating expectations knowing full well that these CVs would be collected and abandoned, as has happened.
The municipality will follow due process and candidates for positions will compete and the best and most fit for purpose will assume positions within the institution.
Council also considered and approved the upper limits for councillor remuneration as set by the Minister of Cooperative Governance and Traditional Affairs, Des van Rooyen.
The municipality is still a Grade 5 institution, with an income of R2,1 billion and a population of more than 365 000.
“We are unapologetic in our commitment to turn this municipality around,” said the executive mayor, Patrick Naga Lipudi.
“We want to recruit the best in our city to come and work with us in advancing the important mandate of removing our people out of poverty, unemployment and inequality. Opposition to employment of our people is opposition to progress. We will do that with or without the support of our detractors who are always doing everything they can to sabotage the good governance we have established in the last seven months.”
