George building collapse: National Home Builders Registration Council visited construction site several times

The Neo Victoria building was visited by a competent person who inspected and approved the work done as per the design, says the National Home Builders Registration Council.

The National Home Builders Registration Council (NHBRC) has confirmed to George Herald that the foundation of the Neo Victoria building was inspected during construction by an external engineer appointed by the NHBRC who issued a compliance certificate in terms of the National Building Regulations requirements.

“The NHBRC inspector as a quality assurance confirmed the competent person has inspected and approved the work done as per the design.

“The site was visited several times at substructure and superstructure [stages] as the construction progressed,” says Portia Sebulela, the corporate communications acting manager.

Sebulela says the development was enrolled by Liatel Pty Ltd (the construction company on the project).

“The NHBRC issues technical non-compliance when the construction does not meet the technical requirements as per the competent person’s (external engineer) design and the National Building Regulations.

“This includes matters that deviate from the building standards SANS10400. The NHBRC inspector reports form part of the current forensic investigations.”
