JRA’s acting Region B depot manager’s vision for a better region
Khumo Diphoko, acting depot manager for Region B is bringing a fresh perspective, focused on community engagement, effective service delivery, and addressing pressing concerns in Johannesburg.
September 2024 marked the beginning of a new chapter for Johannesburg Roads Agency (JRA) as Khumo Diphoko took on the role of acting depot manager for Region B.
She shared her strategic goals, commitment to service delivery, and the importance of community engagement in effectively addressing local issues. Her primary objective is to tackle pressing service delivery concerns within the region, including reinstatements, potholes, and blocked infrastructure. “My goals are to eliminate the JRA service delivery issues that the region is currently faced with, and to engage with residents to gain a clear understanding of their concerns,” she stated.

She further expressed satisfaction with the positive feedback she has received from the community. “My duty, as a city official, is to serve the residents that reside in it. I am pleased to see that the community feels a sense of relief, knowing that service delivery is taking place in their wards.”
It is her mandate, for the 12 wards she’s responsible for, to ensure the safety of motorists and pedestrians, while protecting JRA infrastructure. “I acknowledges the challenges that come with co-ordinating efforts across various entities, as differing operational standards can complicate service delivery. Proper engagement with involved entities, and forming partnerships, is essential for addressing community needs,” she said.

Highlighting the significance of civil engagement, Diphoko believes that communication is key to a successful partnership between JRA and the community.
“My communication platforms are always open for engagement. I seek to update the community on any issues they raise, ensuring they are informed about the progress of resolutions,” she explained. She also noted that she assists residents with concerns beyond JRA’s scope, by facilitating engagement with the relevant parties.
The role of a depot manager, according to her, is guided by a triangle model of: community, the entity, and performance on the ground. She stressed the importance of accountability and responsibility in liaising with residents. “Listening to the community and providing feedback through proper channels is crucial.”
She is particularly focused on reducing issues related to reinstatements and grey water in the wards under her jurisdiction, and on a mission to lessen these problems, allowing the community to feel assured that their concerns will be addressed in due course.
