Shocked by behaviour in the park

They also block parts of the roads adjoining the park

I am a resident at 12 Coghill Street, Dundee. For several months now, the McPhail Park. between Smith and Oldacre Streets, is being used to hold liquor parties.

These events happen mainly on Friday and Saturday afternoons and evenings, with adults drinking in public.
I have also seen school children in school uniforms part taking in these events.

They also block parts of the roads adjoining the park by dancing in the streets and urinating as there are no toilet facilities in public parks.

Surely this behaviour is against the liquor laws and by-laws?
It will be greatly appreciated if the Municipality can attend to these complaints.
