‘It must all be too good to be true’

"It is a backwater tatty little municipality which employs pals for jobs..."

Sir – Well done to Mr Bisram on his rundown on how the Endumeni Council works (is supposed to work) regarding employing staff and seeing to the town.

Mr Bisram lives in cloud cuckoo land, sadly. It makes it sound like they are running Anglo American. Meanwhile, it is a backwater tatty little municipality which employs pals for jobs (this is not new – it has gone on for years now and is directly proportional to the decay of all these poor little towns), with no concern for the welfare of the town.

A town which despite all those wonderful legislative hoops, presented by Mr B, cannot enforce by-laws, curb power theft or fix a road network which has collapsed, nor bring any new investment into the shattered economy. It is either they are not aware of all the legislation as outlined by Mr B, or have not read their manuals or emails.

The councillors we have (it has been like this in all towns, for many years now) are dependent on their handsome Council ‘allowances’. While many have no qualifications to work at Anglo American or any other private enterprise, they will fight tooth and nail to hold on to their positions.

This mean paying political patronage to a myriad of ‘stakeholders’ (no, not the guys who braai meat) and this in turn leads to granting of tenders to those who can ensure the status quo is retained and employing folk who can also ensure the councillor(s) will still be around (transformed into some manager of some faceless department) should they not be returned to office in the 2021 local government elections.

I would call on a national Government Commission of Inquiry to discover how much money has either been corrupted, stolen or gone missing over the last say 15 years, at local Government level. The figure would be outstanding. With it, we could probably re-tar every road here and upgrade the water plant.
