Construction to complete remedial work for Hengilcon Avenue will only be completed in November this year.
The Johannesburg Roads Agency prioritised this road after it conducted visual assessments of all the roads in the City. This street was established as being one of many in desperate need of reconstruction.
Since the Henglicon Avenue was delayed (when and why was it delayed), this road surface was in a shocking state, causing undue frustration to residents. Ward 102 councillor, David Potter said residents from the affected road were notified of the imminent start of the road construction in June.
“Construction began along Old Kilcullen Road in Bryanston followed by Hengilcon Avenue in Blairgowrie, amongst other roads. The project was to be concluded by the end of October this year,” he said.

To date, the construction is not complete. He said some of the residents complained that the road was in a shocking state and it was dug up at several places.
Potter said he followed up with the City’s entity and it was stated that the contractor has had cash-flow issues and was unable to make full payment to suppliers. “Johannesburg Roads Agency has issued a notice of non-performance to the contractor. The contractor has completed the base for 300m of 590m of the road length. Compaction test results are awaited for the stabilised base before resurfacing can be done on this section, which is expected to be done by next week,” he said.

He said the balance of the road length has about 50m of storm water pipes that are outstanding and has been delayed due to rock encountered and equipment had to be sourced to attend to the rock before the storm water pipes could be laid.
“The entity has now opted to manage this project on a day-to-day basis to ensure its finality, with minimal further delays and inconveniences to residents,” explained Potter.
The entity’s spokesperson, Bertha Peters-Scheepers said the project will be completed in November due to the extension of the scope of work for a portion of Surrey Avenue and Harley Street in Ferndale to be reconstructed.
“The contractor has undertaken to expedite the project schedule to make up for the delays. The roads agency has, however, addressed the cash-flow issue with the contractor, who has undertaken to improve on his administration,” she said.
