Motorists frustrated as tree stump blocks road after pipe repairs
Residents and motorists are urged to exercise caution when driving on Mackay Avenue in Blairgowrie.
Councillor Bea Campbell-Cloete has warned residents (pedestrians and road users) to be cautious of the outstanding reinstatements throughout Ward 102.
This follows a large tree stump being left on Mackay Avenue by Joburg Water after recent water pipe repairs. The obstruction, which occupies part of a driving lane, has created ongoing safety risks and traffic disruptions.
The burst pipe caused water to seep beneath a long-standing roadside tree. During repairs, the tree was cut down to access the damaged infrastructure. While the pipe was fixed, the remaining stump was not removed.
Campbell-Cloete said that she will keep fighting for these services to be rendered; however, residents need to understand that while she is trying to resolve these issues on their behalf, they must be extra cautious wherever they go.

Motorists have been forced to navigate around the obstruction, often leading to driving in the oncoming lane. Questions remain over whether responsibility lies with the water entity or another municipal department.
“If the stump was removed as part of the repair, then it forms part of the site disturbance, and Johannesburg Water should remove or properly reinstate it as part of the reinstatement process,” said the ward councillor.
She said that she reported it to City Parks and requested the stump’s removal. “I was told that, once the work on the schedule is completed, they will tend to the removal. I will keep following up with City Parks and keep residents updated.
“This is a huge security concern and something that will be addressed with the entities.”
