Housing and infrastructure delays highlighted at Westonaria Borwa

Housing delivery, essential services and a 40 MVA substation remain key focus areas as the project works towards meeting its targets.

Construction delays and outstanding infrastructure work at the Westonaria Borwa Mega Project were among the key issues raised during Gauteng MEC for Human Settlements Tasneem Motara’s oversight visit on October 13.

The visit aimed to assess progress on housing construction and the delivery of essential infrastructure, while reviewing measures being implemented to address delays and improve project timelines.

During the briefing, Motara received an update on housing delivery, serviced stands, infrastructure development and recovery plans for outstanding work.

According to Department of Human Settlements statistics for the 2026/ 27 financial year, the project has set a target of delivering 935 housing units and 580 serviced stands. The latest figures presented during the briefing show that 558 housing units have been recorded as actual output against the annual target.

Work is also continuing on critical infrastructure, including sewerage systems, water networks and road construction, all of which are necessary to support the development and provide residents with access to essential services.

Another key concern discussed was the construction of the 40MVA electrical intake substation, which is currently 66% complete. The substation forms part of the broader infrastructure required to support the growing housing development.

Despite the construction challenges, progress has been recorded in the registration of title deeds, with 526 deeds registered to date. This exceeds the project’s annual target of 500 and marks an important milestone in providing beneficiaries with formal ownership of their properties.

The oversight visit provided an opportunity to assess progress against the project’s targets, identify challenges affecting implementation and receive updates on interventions aimed at addressing outstanding work and ensuring the timely delivery of housing and supporting infrastructure in Westonaria.
