UPDATE: GladAfrica contract terminated

In a meeting late last night, the City of Tshwane terminated the contract that has seen it pay GladAfrica over R450-million since 2017.

The contentious R12-billion GladAfrica project management contract with the City of Tshwane has been terminated with immediate effect.

This is according to Tshwane mayor Stevens Mokgalapa, who confirmed the termination as decided by council late last night.

Mokgalalpa told Rekord that now they would “have to find a new service provider following MFMA and SCM principles”.

Earlier this week Mokgalapa announced his intention to terminate the agreement on 30 June.

He then sought the support of council but this was met with firm resistance from opposition parties who instead called for the contract to be terminated immediately.

Mokgalapa said terminating the contract in June would allow GladAfrica to finish off ongoing projects to avoid service delivery delays as the metro searched for a new provider.

The GladAfrica contract has been a major talking point in recent months with the engineering consultancy being paid over R450-million since the beginning of its contract with the metro.

Last year the auditor-general found the contract to have been awarded irregularly.

Tshwane ANC leader Kgosi Maepa said they rejected the June termination. It would have earned the consultancy an additional R250-million.

“How …Mokgalapa and Mosola simply sidestep an adverse record of findings of the auditor general on the GladAfrica scandal is baffling to us,” he said.
