The Winternest licensing office in the north of Pretoria was shut down after it was trashed by a group of so-called “runners” on Monday morning.
Police were alerted to a group of people that stormed the offices around 09:00, said Tshwane metro police department spokesperson Senior Superintendent Isaac Mahamba.
The “runners” destroyed property and removed notices warning the public against seeking the assistance of strangers outside the licensing centre.

Four people arrested on charges of damage to property would soon appear in court, he said.
Mahamba said the office would remain closed until further notice.
“We appeal to the public to stop asking for help outside licensing centres. Members of the public should only seek assistance at the counters inside centres to prevent being conned by these ‘runners’.”
Tshwane metro police would continue to monitor the situation at the licensing centre.
He said the workers affected by the incident would get counselling to recover from any shock and any trauma they have suffered.
