Metro signals new traffic regulations
A sector to manage CBD parking is among the proposals of the by-law.
The Public and Non-Motorised Transport by-law is set to bring changes to metro traffic control.
According to MMC for Roads and Transport, Councillor Tlangi Mogale, the draft by-law is currently in the process of approval in Council. Approval will be followed by public participation processes.
“Since the first draft in 2015, there have been many developments that warranted a review and update of the draft by-law for it to be fully responsive in terms of regulating the affairs and services of a transport function as expected within a municipal jurisdiction. The current draft by-law is under review and some pressing policy and legislative matters have been taken into consideration,” said Mogale.
After incorporating public comments, the final draft will be referred to Council for final approval.
Some of the draft proposals include:
– Creating a CBD parking management and decongestion strategy (levied parking environment)
– Leasing land parcels that are designated sites for public transport
– Managing ranking and holding facilities and allocating the associated code of conduct
– Regulating e-hailing and metered taxi services
– Regulating vendors, informal traders and recycling activities (trolley pushers) within streets public transport corridors and precincts
– Exploring a regulated and levied model of organising permissible trading areas
– Creating transport assessment guidelines for developments (public transport and non-motorised transport).
The metro also held a Transport Stakeholders Workshop focusing on this by-law as part of the 2024 October Transport Month programme.
“Although it has been a lengthy consultative process, I am happy with the progress. I also wish to appreciate the efforts of the relevant officials in the Roads and Transport Department who are driving this process,” Mogale said.
