Govan Mbeki mayor orders action on substandard municipal projects
The inspection of several municipal infrastructure projects followed the mayor's State of the Municipal Address (SOMA) delivered two weeks earlier.
The Executive Mayor of Govan Mbeki Municipality, Nhlakanipho Zuma, has ordered immediate corrective action on several municipal infrastructure projects after identifying concerns relating to quality, project implementation and local labour participation during oversight visits conducted across the municipality on July 7.
The inspections followed the mayor’s State of the Municipal Address (SOMA) delivered two weeks earlier, during which he committed to strengthening oversight and improving service delivery.
The first visit was at the Charl Cilliers Wastewater Treatment Works, where progress had previously stalled after technical defects were identified in the clarifiers, resulting in a dispute with the consulting engineer.
Zuma instructed that all identified defects be rectified without delay and stressed that the remedial work must meet the highest quality standards to ensure the long-term functionality of the facility.
Zuma then visited the 400-unit human settlements project in the area, where he expressed concern over the quality of workmanship.

“No houses that are substandard will be handed over to our community. Our communities have suffered long enough, and we will not compromise on quality,” Zuma said.
He instructed that construction be halted immediately until all quality concerns have been addressed.
He further directed the engineers responsible for the project to ensure that all construction complies fully with the required standards before work resumes.
Zuma also raised concerns about the limited participation of local labour on the project, reiterating the municipality’s commitment to creating employment opportunities for residents.
“Any work that does not require specialised skills must be allocated to local people. We must use these projects to strengthen our local economy,” he said.
The oversight programme also included a visit to the water tower project located next to the human settlements development. During the inspection, concerns were raised about the design of the structure.

Zuma instructed the municipality’s legal team to expedite the necessary processes to ensure that appropriate action is taken against those responsible, where applicable.
Another inspection was conducted at the bridge repair project on Old Bethal Road in Trichardt.
The purpose of the visit was to determine whether the work completed aligns with the approved scope of work and the budget allocated for the project.
Zuma has also instructed the Civil Engineering Department to compile a detailed report on the implementation of the project, including expenditure incurred, to verify value for money and compliance with project specifications.
According to the municipality, Zuma is expected to continue conducting oversight visits to municipal infrastructure projects in the coming days as part of the municipality’s efforts to strengthen accountability, improve service delivery and ensure that public funds are used responsibly for the benefit of local communities.
