Lekwa residents are still paying R20 for proof of residence and have continuously questioned it, but are left with more questions than answers.
The Standerton Advertiser enquired about the fee when it was first brought to our attention in 2014 and was told that it is an administrative fee.
Mr Sipho Mkwanazi, municipal spokesman at the time, said people leave their statements at home and ask for proof of residence at the municipality.
“Paper and ink are expensive and we can not supply proof of residence for free,” Mr Mkwanazi said.
In an article published in the Standerton Advertiser on 12 February, Mr Linda Tshabalala, municipal manager, said they will investigate the R20 payment.
To date we have not received the findings of the the investigation.
“I have been a council member since 2011 and there never was an item on the agenda about this matter,” Mr Sipho Gumede, PAC councillor, said.
He also said he was surprised when people began to enquire about the R20 fee.
According to him, Mr Sonwabile Luwaca, former Lekwa municipal manager, explained the unlawfulness of the practice in a letter that was published in the Standerton Advertiser on 5 February.
