Mr Linda Dhlamini, Lekwa mayor, did not deliver the budget speech during the State of The Municipal Address on 26 May.
Guests waited patiently for him to deliver the speech, but he gave a detailed report on the municipality’s projects for the last five years.
He proceeded to award people who have done well in Lekwa.
Council members were awarded as well as longest serving municipal employees.
According to some councillors, they are in the dark and do not know why Mr Dhlamini did not deliver the budget speech.
“The council meeting that was supposed to be on 25 May was postponed until further notice,” Mr Sipho Gumede, PAC councillor, said.
He also said they received SMSs at the eleventh hour informing them that there will not be a council meeting and budget speech.
“The SMS from the speaker’s office was vague with no explanation why the meeting and budget speech were postponed.”
There are allegations that the National Treasury did not approve the budget.
However, the municipality denied the allegation, saying the council has not approved the budget yet and that is the reason why it was not delivered on 26 May.
