A municipal worker in charge of monitoring the cemetery in Davel, and a TLB operator, discovered the head of a body in Davel on Friday, 24 August.
Ms Nonhlanhla Nkumane and company were digging a grave when they came across what appeared to be the head of a person in a shallow grave.
When the operator dug further, they came upon a white plastic bag.
Ms Nkumane said they stopped digging and reburied the head. The operator immediately left the scene because he was traumatised.
Ms Nkumane reported the incident to her superiors, but it was not taken further.
She then spoke to Ms Nomini Khumalo, a community development worker, who advised her to report it to the police.
Davel Police consulted forensic pathologists, but none could exhume the body.
According to an eyewitness, the forensic pathologists and the police indicated that it was not within their scope of work to dig up the grave.
Concerned members of the community came forward and offered to help with the digging.
“We will never rest until this matter has been resolved and the body has been identified,” said Mr Jabu Manana, community activist.
