Govan Mbeki Municipality says payment agreement with Rand Water is on par

GMM fails to give information to AfriForum.

Donald Green, spokesperson of the Govan Mbeki Municipality, said the municipality maintains that its primary legal and moral accountability lies directly with the residents it serves and the elected council, rather than external civil society groups.

This is in reply to AfriForum bringing a court order to get information on Rand Water and the Govan Mbeki Municipality’s agreement.

“While various organisations may seek to intervene in municipal affairs, the municipal leadership remains focused on its constitutional mandate to provide services and report back to the local community through established, formal channels,” said Green.

“The municipality is pleased to provide a factual response regarding its financial standing, confirming that it is consistently meeting its payment obligations to Rand Water.

“By servicing the current account in full and strictly adhering to the signed Debt Settlement Agreement, the municipality is successfully managing historical debt while ensuring the continued supply of bulk water.

“Payment statements are communicated monthly through ordinary council meetings to ensure total transparency.

“Residents are encouraged to seek information directly from their ward councillors, who serve as the official link between the community and the council.

“These representatives have access to the verified payment data and service reports discussed in monthly meetings.

“This direct line of communication ensures that residents receive accurate facts about how their rates and taxes are being utilised to secure essential services.”

When asked about Bethal’s ongoing water crisis, Green said the municipality acknowledges the difficulties caused by the high water demands in Bethal and eMzinoni.

“The current supply challenges are technical in nature and are not related to any credit control measures by Rand Water.

“The municipality remains dedicated to balancing the water network and improving infrastructure to meet the needs of all residents in these high-pressure areas, maintaining its commitment to service delivery and public accountability.”
