GMM clarifies implementation of NERSA-approved electricity tariffs
The municipality has no authority over electricity tariffs, charges or billing practices for customers who do not receive their electricity bills directly from the municipality.
The Govan Mbeki Municipality has clarified the implementation of its 2026/27 electricity tariffs approved by the National Energy Regulator of South Africa (NERSA).
According to the municipality, only customers who receive electricity directly from the municipality and are billed by the municipality will be charged according to the NERSA-approved tariffs for the 2026/2027 financial year.
The municipality said these tariffs came into effect in line with NERSA’s approved municipal electricity tariff framework.
It further explained that it has no authority over electricity tariffs, charges or billing practices for customers who do not receive their electricity bills directly from the municipality.
This includes residents living in residential complexes, estates, flats and other properties where electricity is purchased through a landlord or a sub-metering company.
The municipality said in such cases, the registered municipal customer is the property owner, who is responsible for the bulk electricity account billed by the municipality. The property owner or landlord then distributes electricity to individual tenants or occupants through a sub-metering system.
As a result, any additional charges imposed on tenants through these arrangements fall outside the municipality’s billing system and control.
Residents with concerns or queries about charges reflected on their sub-metered prepaid electricity purchases, including service fees, utility charges or other costs, have been advised to contact their landlord, managing agent or sub-metering service provider for clarification.
