
With reference to Ms Lindi Masina, executive mayor of the Govan Mbeki Municipality’s, statement in the Ridge Time of 7 February, “Improve Service” that the municipality is “not going to tolerate poor performance from municipal officials”, it is most difficult to believe her.
Similar statements made by her in the past two years in your newspaper brought no improvement to the unacceptable poor services in Bethal and eMzinoni.
On the whole, matters are degenerating further daily as described in the letter of Mr Anthony Benadie, DA Member of the Provincial Legislature, in your same edition.
A personal opinion is that a major percentage of the employees has not, and will never have,the incentive or motivation to perform their duties with “more zeal, verve and vigour”.
Considering that Bethal was managed delightfully before the new ANC-run municipality came to power, the problem must be sought at the composition of this new institution.
I come to the conclusion that the municipal managers do not have the qualifications and or the employees or the funds for implementation of the programmes.
The municipality must now take a look at their employees, the private contractors they use and the funds they allocate.
They must dismiss non-performers and the unqualified officials and replace them with qualified ones, even if they have to ignore race.
