ELM will succeed: Moerane

“We are equal to the task and we will deliver on our mandate in ushering Emfuleni toward a clean bill of health."

 

SEDIBENG. – The Executive Mayor of Emfuleni Local Municipality (ELM), the Reverend Gift Moerane recently said that he is equal to the task, and will deliver on his mandate to bless ELM with a clean bill of health.

This he revealed following the approval of a Financial Recovery Plan (FRP) by the ELM Council. Moerane said that in the coming days he will lead strategic planning on, amongst other things, implementation of the current key document, (FRP); and that all efforts would be trained on immediate focus areas to address the following:

  • Governance
  • Political and institutional challenges (including labour interface)
  • The shortcomings of the current service delivery model, in particular outsourcing of core services, and undertaking zero-based budgeting and reducingf costs across the board between 10 – 15%.

A statement issued by the ELM said that it is facing significant fiscal and service delivery difficulties, which undermine the effective and efficient performance of its functions and mandate, and that these difficulties are becoming increasingly severe, and unless focused action is undertaken to address the underlying causes, ELM will find it increasingly difficult to perform its mandate, which includes institutional stability in top structures of the organogram, arresting corruption and maladministration, and response in turnaround of service delivery challenges.

Moerane has committed that the stakeholder participation model will be a representative, transparent, responsive, effective and accountable one.

“The agenda of Emfuleni must be determined by the people of Emfuleni. Your support will be highly appreciated as we travel the recovery road together.”
