SACP Vaal wants to know where the ELM Administrator is
The SACP recently said that Maile announcement remains just a media story.
SEDIBENG.- The South African Communist Party (SACP) Vaal wants to know where the recently appointed Administrator for the Emfuleni Local Municipality (ELM) is.
The administrator was appointed by Gauteng MEC of Cooperative Governance and Traditional Affairs (COGTA), Lebohang Maile. In June Maile sent a letter to the ELM Executive Mayor, Gift Moerane, announcing the take-over with immediate effect by an Administrator.
According to Maile’s letter, Moerane’s executive functions as well as the executive functions of elected Council itself were to be taken over by a COGTA Deputy-Director-General, Willy Bhila.
Bhila was to be assisted by an “eminent team of experts in resolving the well-known issues at ELM”.
The SACP recently said that Maile announcement remains just a media story as the appointed Administrator is nowhere to be found and the people of Vaal are still waiting for a detailed plan from the appointed Administrator as to how is he going to save the ELM situation.
“The people of Vaal are no longer interested in rhetoric media stories, the time remains our main concern as the current administration is only left with 9 months to Local Government Elections in 2021.
“The plan shall never be a boardroom issue or battle, however the plan need not be full of promises and should be based on targets and timeframe, within the context of the COGTA framework. The people of Vaal remain the victims of poor service delivery and this is as a result of maladministration.
“Potholes remain a challenge with the municipal road infrastructure network, the plan shall never be about a media story but to address challenges head-on.
“The sewer network to date remains a challenge, many households find themselves swimming in the deep pools of sewer spillages due to highly tenderized municipality.”
SACP Vaal District Secretary, Thembinkosi Pulu, said that their interest is more based on the following principles:
1. Institutional stability with sound financial management, this will include a plan to deal with maladministration within the ELM.
2. Human Resource development, and also ensuring that with expertise are appointed and placed according to their expertise.
3. A service delivery plan should not be negotiable.
4.Tenderization of the state remains a problem for the people of Vaal.
