ELM Service Center open again

Service providers, including the owner of the municipal services center building, were up in arms after the Emfuleni Local Municipality (ELM) failed to pay their accounts at the end of July following bank attachments.

VANDERBIJLPARK – Emfuleni’s municipal service center in town re-opened last week but only this week did Rand Water lift its bank attachments on the local authority’s bank accounts.

Rand Water temporarily lifted its bank attachments to allow ELM salary payments on 25 July but then re-imposed them so that service providers could not be paid, a move branded as blackmail tactics by Rand Water.

ELM confirmed this week that the process of lifting the attachments had begun this week.

The impact on service delivery was huge as employees could not be paid and created much hardship, says several service providers.

By attaching bank accounts, Rand Water had in effect cut its own throat as it prevented exactly the service delivery which produced the income to pay ELM debtors, said angry service providers.
