Out of the 58 questionnaires, 42 businesses responded. Their responses were as follows:

1. Ray Nkonyeni Municipality. 33 responded with specific concerns being the provision of public toilets in the town centre, cutting back of overgrown shrubs and trees, resurfacing of tarred roads, serious lack of service at town planning and redevelopment of derelict sports grounds.

2. Ugu District Municipality. 39 responded with the main issues being unprotected reservoirs, dirty water, no water bills and bad telephone etiquette.

3. Eskom. 42 responded with issues highlighted being the power supply in Hibberdene which trips almost every time there is lightning and then waiting hours for it to be rectified. This together with load shedding is causing serious financial losses.

4. Protection Services. 26 responses were received with the most serious being, selective enforcement of the bylaws and going off duty when their services are most needed in the afternoon.

5. South African Police Service. 11 responses were received, and complaints included; the bad state of the Hibberdene police station, not enough patrolling and response vehicles. No fingerprint service when needed and no investigations taking place when house break-ins are reported. No arrests are being made of people who publicly break the bylaws.

6. Other issues. 27 responded, and the most common issue highlighted was the misconduct of local car guards when dealing with the public. No skips for rubbish, taxis hooting and illegally stopping, an illegal taxi rank behind the shopping centre and the noxious effluent being discharged illegally from buildings which drains away via the road into the estuary at the beach.

Ward 13 councillor, Noah Cele has reported these concerns which were raised in the survey to the various government departments in Hibberdene for action.
