Former municipal manager arrested in connection with fraud

He allegedly failed to ensure that lawful procurement processes were complied.

A former municipal manager appeared in the Durban Magistrate’s Court last Thursday, for a fraud case in excess of R40-m.

The Hawks’ officers from Durban Serious Corruption Investigation arrested the 53-year-old suspect who was a Municipality Manager at Ezinqoleni before the merger of Ezinqoleni Municipality and Hibiscus Coast Municipality.

It is alleged that between November 2014 and September 2016, Mandlenkosi Mabece contravened the Municipal Finance Management Act and Municipal Supply Chain Management Regulations. He allegedly failed to ensure that lawful procurement processes were complied with during the appointment of engineering service providers thereby causing undue benefits.

“More than R40-m was paid to those entities. A case of fraud was reported at Ezinqoleni police station and the case docket was allocated to Hawks members for thorough investigation, as result he was arrested,” said Hawks provincial spokesman, Captain Simphiwe Mhlongo.

Mr Mabece was released on R10 000 bail and the case was postponed to May 31.
