Call for action after R61 crash in Leisure Bay

The issue is a serious public safety concern.

A serious and avoidable road accident on the R61 in Leisure Bay  on April 22 has renewed concerns over stray livestock on the route.

Ward 1 councillor Stephanie Breedt said the incident – involving a bakkie that collided with a stray cow  – highlights an ongoing and troubling issue in the community.

She said residents have for years raised concerns about livestock wandering onto the busy roadway, but the problem persists.

“While the Department of Public Safety engages with affected stakeholders and responds when incidents are reported, these reactive measures are clearly insufficient. There appears to be little accountability or incentive for livestock owners to ensure their animals are properly contained,” said Breedt.

She stressed that the issue is not merely a nuisance but a serious public safety concern.

“Preventable incidents such as this place lives at risk and cannot be allowed to continue,” she said.

Breedt has formally requested that municipal manager Khetha Zulu urgently convene all relevant stakeholders to develop and implement a sustainable and enforceable solution.

“The safety of our residents and road users must remain a top priority,” she added.
