Proposal to move Umzumbe ward to RNM
The IFP's regional chairperson, Sfundo Ngwane, said that he was aware that Ward 5 was proposed to be moved to RNM, not parts of it.
The Municipal Demarcation Board has put forward a presentation to Ray Nkonyeni Municipality that a part of Ward 5 under Umzumbe Municipality be moved to its jurisdiction.
The Board made a presentation, for the second time, at a council meeting on Tuesday last week.
In January 2024, the same matter was discussed in council, and RNM said it was not consulted nor involved in meetings held by the Board, Umzumbe or the people of that area.
The IFP’s regional chairperson, Sfundo Ngwane, said that he was aware that Ward 5 was proposed to be moved to RNM, not parts of it.
“What we do not agree with is that there are voting districts under Inkosi Zolani Qwabe which will have to be separated, and some moved under Inkosi Ngamzizwe Madlala, which will cause a lot of confusion for people. The law says that we cannot have one ward under two different Amakhosi.”
He added that the proposal is to move the whole ward to RNM; however, the Board informed them that it does not have the power to do so. Instead, they should rather write to the office of Cogta MEC, Rev Thulasiwe Buthelezi.
RNM municipal manager Khetha Zulu said that the principle of boundaries does not allow for the separation of land of Inkosi to different municipalities.
However, he added that according to the board, Ward 5 should be under RNM.
According to Qwabe, the mayor of RNM, Zodwa Mzindle, did speak to him about the whole ward being moved to RNM, and he has no issues.
If the matter is approved and Ward 5 is moved to RNM, overall, it will have 37 wards.
